Spam still getting past even when i charge for ads

I have classipress and I now charge for ads but there is still spam ads getting onto the site even do they have not paid. I google captcha turned on and new user must check their email for password and I also charge for every ad. But every day there is new spam ads gone up. Any any ideas what is happening and how they are getting past everything.
