Sticky and no sticky ads separte in different tabs

Is it possible to modify the tab navigation, so that all the sticky ads appear in the "New Listings" tab and the normal ads (no sticky) appears in the second tab "Popular", I know the 2nd and 3rd tab use the class="dynamic-content", I'd like to modify the second so that it only shows the non-sticky ads.
