WP 4.1 Pagination links broken (improperly encoded)

since I have upgraded wordpress to 4.1 i'm having major issues , i'm using classipress 3.3.3
(waiting for the update , installed the updater today)
the problems :

1. in main page I can see only 15 items , the "next" pages numbers link do not work.
2. In users control panel they can see only 10-15 items instead of all their items in numbered pages .

threw categories we 'can see that all the adds exist .
I've tried all "reading" options and control panel options , nothing works .

what went wrong and how can I fix it ?
