Add coupon, store visible only for submitters

Hello,
i want that when someone add 1 store, he see only the store of them and not all store. How is possible?
Example: "new user X, add a new coupon for the first time, in the list store X see only "add store" and not all list. When add another coupon in the list show only the store that they added".
