Cannot change header colors via theme customizer

Hello!

I am trying to change the header background color via the theme customizer for my website https://couponswin.com/ I see there is an option to change the header text color via Colors section in the theme customizer, but it is currently doing nothing.. Can you check and let me know? I am using Wordpress 5.4 and Clipper theme 2.06.
