Fixed width layout or how to turn off responsive theme?

Is there a way to turn OFF the responsive theme of clipper, and simply make it a minimum fixed width layout design?
(For example, the layout will never be too narrow to not show the sidebar, and never have the navigation bar appear at the top, etc.)

I don't like how the navigation pull-down appears when the width of the screen is reduced, and would rather have my site remain as a fixed width site (or minimum width to retain the coupon layout with sidebars as normal) for mobile users viewing the site in the landscape mode.

Please let me know how to turn OFF the responsive top navigation bar element of the clipper theme, thanks.
I don't mind editing code and/or the style.css if need be, thanks.
