How to change vote function

Hi,

I want to change vote function so when someone hit down button only 10% is going down and if someone hit up it goes up 10%.

The problem whit Clipper is that if a coupon only have one down vote and no up votes it appear under unsure coupons area. Because it goes under 50%.

How can I change this in the code or add code to child function.php?
