How to control visitor do the vote down

In clipper, visitors can vote a coupon down when it is not working and the coupon will go to the unreliable section.

Now, somebody is making funny thing on my web site, he always votes down my popular coupons, so those coupons goes to unreliable section, and I have doubled check the coupons, they are working.

Questions:
1. Is there a way to control visitors to vote down the coupon? can I disable the vote on particular store?

2. I would like to have a functionality that when a coupon is voted down, I can get an email notification, then I can check manually. please let me know if there is a plugin to do that.
if not, please let me know where the code it is, I will write a small program to send me an email when a coupon is voted down.
