Can't change the photo/avatar after updating to 1.3

After updating to 1.3 when you go to http://www.vaphonebook.com/edit-profile and click to change the picture/avatar, it doesn't go anywhere. The color of the button changes but there is no link. Whats the link to change the photo? Is there a way to change that in the back end? It seems to be the only thing you can't change under "users."
