Incomplete status message not sent to freelancer

When the Freelancer marks a project complete and the Employer does not agree and marks the project incomplete, the freelancer does not receive a notification of this status change.

I am attempting to create and send out a notification to the freelancer so that they know that the project has been marked incomplete by the employer. It appears that when a project is marked incomplete by the employer, the freelancer is removed from the project and therefore no information about the freelancer is available so no email/notification can be sent out. Please advise on the best way to go about sending this email/notification.
