Invite Freelancer to Project?

I see users have the ability to search for Freelancers based on location/skills etc.
Just wondering if there the ability to invite them to a project? Or to notify them about a project that the employer would like them to apply for?

I realize that the Freelancer can place their own website link etc on their profile, which may have contact information, but I would like to discourage this as it may lead to work being organised outside of my website.
