Paypal Adaptive Refunds and Charge Back Settings
The instructions posted do not talk about how to handle refunds and chargebacks.

I followed the instructions.
My Paypal Adaptive settings is this:
Primary Receiver - Me
Secondary Receiver - Service Provider (Freelancer)
Payment - Delayed
Who pays Paypal fees - Primary Receiver (Me)
Now I got this from Paypal:
Please be aware that as the Primary Recipient in the Chained Payment, you would be the Merchant of Record and as such, responsible for 100% of chargebacks and refunds, regardless of how much of the payment you retain to your account. If this is not what you wish, please set the Sellers as Primary Recipient instead. Otherwise, please amend your selections in the ‘Who is responsible for chargebacks and refunds' area of the submission form. Please note: You will need to click the App Name in the ‘My Applications’ area in order to expand and edit the fields of your submission form.
I don't want to be responsible for refunds and chargebacks. It should be the freelancer's responsibility since he gets the bigger share of the escrow funds.
Questions:
1. Should I go ahead and set the primary receiver to Service Provider and make my site to be the secondary receiver?
2. What about the HireBee Payment Settings at the backend of HireBee? Should I keep Primary Receiver to pay Paypal fees?
3. Will my site work if freelancer becomes the primary receiver who pays Paypal fees while I become the secondary receiver?
4. Do you have a template of Terms of Use and Privacy Policy statements for HireBee? Perhaps a HireBee user can share one.
