Problem when start project

When the employer start the project, get this error:

Error:

"There was a problem processing your order. Please try again later.

If the problem persists, contact the site owner and refer your Order ID: 215"

I enabled escrow. I am using Sandbox to test.

I am using the generic APPID: APP-80W284485P519543T per PayPal article.

Do I need to apply for a APPID for the sandbox account?

Please instruct.
