**The client and freelancer had agreed on terms, and they are about to commence work but the paypal payment is not going through the ''Workspace Activation'' is returning error; I've read the information below, but it's not working;
Enable the payments>escrow feature in HB. In this case when an employer picks a proposal he will have to transfer the funds (the money for the freelancer) to paypal in the site owner's account(that's you).When the project is complete the money will be transferred from your account to the freelancer's.This is a paypal service called paypal adaptive payments.
