Tag subitted ideas

I know it's possible to add an "Idea tag" when you post a new idea via dashboard.

But is it possible to tag an idea when posting on the normal submit idea page?
I would very much like to do so.

And I also noticed that these tags doesn't appear anywhere except in the tags section in dashboard.
So whats really the point of having tags when it's not used for anything?
