Creating additional pages with permissions

HI there

Is there any documentation in regards to the permissions and the TOP navigation?

I have a requirement where i would like to edit that top navigation ( to the right ) that is different pending how i log in ie as either a recruiter or and candidate but i can not find any information on the permissions functionality of this theme.

I also want to create new links there that as the core theme only appear pending how i have logged in ( candidate / recruiter )

Any guidance in this would be appreciated.
