Make submit resume mandatory

Hi

Only when a job seeker applies online for a job do i want it to be mandatory for them to first submit their resume to the Jobroller database, and then allow them to apply for the job. A message needs to appear when they click "apply online" to say "you must please submit your resume first before you can apply for this job" There was a previous thread on this but it was not resolved.
