problems with sending email and email alert testing

hi

i have read some similar posts about it and they were posted 1-3 years ago.

So most of them probably fixed long time ago.

So my problems are

when i click "send test email" in alerts. it says "There were errors sending the test email. Please check your log file for more details."

and also when i submit the contact form it says "the mail is sent successfully" but i do not receive any email.

So i am not sure is it because i am using localhost or something else?

not clear to me, should the wordpress send me an email if I am using localhost?
