Force secure password

Is there a code you can enter so that when you create an account you are asked for a secure password?

-User and password do not match
-that is at least 8 characters long
-Containing at least 1 numeric character [0-9]
-containing at least 1 lowercase alphabetical character [a-z]
-containing at least 1 alphabetical character in capital letters [A-Z]
-If any of these conditions is not met, we throw out an error and do not let the password be updated
