How to add a submenu from header

Hi All,

I just created a Policies section in my header and I would like to have sub-categories under it (Terms and Conditions, Listing policy etc), I created my pages then put the parent page as "Policies" however it doesn't work as I cannot see then when I go on the website.

Can someone please help? or is there a better way to get people to agree to the terms and conditions etc before listing their products?
