cannot find the “theme file editor”

Since the last update when I go to appearance and I cannot find the “theme file editor” can you tell me what happened to it I want to customize/pre populate the subject on an email response I was able to do that before and lost it with the last update now I can't go into the theme file editor does anybody know what happened to it ?

The child theme I was using with the customizations was all messed up after the update so I wanted to try to fix things before I tried to read install another child theme
