Limit Max Characters in Tags

Ref. Creating listings.

I'm having some issues with users not using the comma to separate the words used in tags. Therefore I end up with business listings that have a list of words as one tag.
Example: "word1 word2 word3" as one tag, instead of three separate tags.

How can we limit the max characters or even words (maybe based on used spaces), so we end up with nice clean tags.
Maybe adding an option in the form builder for adding listings?
