When I make a listing from the WP Admin it locks the categories

When I create a listing from the WP Admin, then view it from the Vantage front end in LISTINGS, the categories say (and are) "LOCKED." No further changes can be made to the categories. I have three categories allowed and it has two used. However, it won't allow me to select another category.

I have CLAIM LISTING enabled for the listings, but the CLAIMEE won't be able to change the categories.
