As of February 24, 2015, some Marketplace items no longer provide support in the forums. Sellers have the option to provide support on their own site or via a 3rd party application.

How do I know where support is provided for the item I purchased?
Visit the Marketplace item's page and look under the "Support" tab. In addition, if you see the forum and are able to post a new thread, it's the correct way to request support.
How come some items still have a forum setup but I can't post a new thread?
Some sellers left their forum open in read-only mode to help answer FAQs and provide documentation here.

Featured ads not showing before normal ads
I guess this child theme was supposed to show featured ads before the normal ads, but its showing all mixed ads according to the date published in Recent tab. Am I missing something ?

Also, I noticed that the welcome tab is not displaying the HTML as shown in the backend visual editor. h1 tag is working fine but '<p>' tag doesn't seem to work. Also, its displaying backslash \ before every " in the text.
