Ordering the widgets

Hi all, can anyone tell me how to order the widgets on the homepage sidebar. I can see in the code in Google Dev Tools what script to move, but how to I know what php file to edit. I cant seem to work out how to find the editing files.

Also is it a matter of just of just moving that <li> up in the <ul> order?

ALSO, haha is there a way in Google Dev to actually find what PHP file to edit. I know it;s a little off track with all the Google stuff but as a newby thats my only way of actually seeing the JobRoller files and slightly make sense of it all.
