If you really are deleting everything (even listings and blog posts, images, etc..) I often delete my entire wordpress install in your hosting cpanel and then reinstall a new wordpress installation...

I had the same problem last night. You have to go into Vantage Settings - Listing Settings and active the Custom Forms under the Extra Features. After that you can create a new custom form.
