You mean simply rename your "Blog" page and use "News" instead?
If so simply go to your page section on WordPress backend and rename the "Blog" one to fit your needs.

You may try using a new div within the div class "content_res" in the style.css . In your new div just include a white background element.

You may try some plugin for that like the register plus as it may have that kind of settings.

1. If you mean the header ad, you can manage it through the Wordpress Admin-Classipress settings specifically the Header Ad (468x60) .

2. For that you need to tinker with codes in the header.php...

You can find "Blog" in your Categories section in wp-admin.
