The development team has not yet released an official features list for version 3.1. I believe it will be announced when they have it finalized.

If those are existing core fields and so it can't be edited nor you can create a field that is already existing.

You may edit it through the taxonomy-ad_cat.php .

You need to edit the step1.php by finding the function "cp_dropdown_categories_prices". Once you find it just look for the "orderby=name" reference and simply change it to "orderby=id".

It is possible but may require deep tinkering of the Wordpress function that serves the dropdwon categories.
