Can you please explain a bit more what you're trying to accomplish? You want to show the featured slider on smartphones? AFAIK its the default Classipress behavior as I didn't modify it much in that...

Go to your WordPress admin area, => ClassiPress => Settings => General (tab) and set "Home Page Layout" to Standard Style.
