Thanks to domino1957 the problem is solved: The language file has to be stored here: wp-content/languages/themes/.
And it should be named like this: jobroller-de_DE.mo

the problem is because you wrong the folder where to put the file you have to put here
wp-content/languages/themes and not inside the folder of the theme.

You'll see the folder languages...
