In settings, there are 2 options, one for front page and the other for blog, you select:
- The page you created as FRONT PAGE
- The Blog as Blog.
You must be selecting another page for blog.

That line removes only the browse by tag ( the tab) not all the widget.
If you want to remove all the widget, remove all the code inside that file , do not remove the file, but the content within....
