No we've had Vantage installed for 3 years. The 'featured' option was definitely there 6 months ago.

The options in the section you sent a screenshot of seems to have disappeared (see attached screenshot). They were there in the past.

Well all I know is, I got fed up of waiting, fed up of being told the dev team would be informed, in fact so fed up that I dismissed the whole shebang and came back to Classipress.

You know what, I never noticed that it didn't exist on Vantage, but the developers of Vantage just hide their heads in the sand. So glad I pulled out of that shambles.
