There was no issue at all.
I logged into your website, I resaved the permalinks and they work properly now.
Login to your site, go to listings => categories => assign each state under the parent...

Deactivate all plugins then try again, there is no such thing in vantage or directory, so this must have happened because of an external custom mod or a plugin.
