Actually, the email is only sent to the user if his ad is pending review. If the ad goes live right away, there's no email being sent to the user.

Larry, your hosting may or may not allow sending unauthenticated emails, better use a WordPress SMTP plugin like POSTMAN.

If you enabled the featured listings slider without having any featured ads, it will show them all instead. Once you featured the first ad, only featured will be listed in the slider.
