The option is overridden by ad packs if you are charging for ads and using the Fixed Price per Ad option.

If you already using ad packs for charging for ads and using the Fixed Price per Ad...

It could be due to your webhost's mail server stringent security and so try using an SMTP plugin like this https://wordpress.org/plugins/easy-wp-smtp/.
