hi,

i am planning to buy the jobroller template because i want to develop a job listing site for a recruitment agency.

but is it possible that only the admin can post the job vacancies, and not any other users?

the recruitment company doesn't want their employers to post their job listing themselves.

is it possible?

This is possible through code modification as what other users have done. The themes are not encrypted and so you can modify it according to your requirements.
