I'm not sure if you're referring to Vantage or JobRoller specifically (as the thread tag shows "Vantage", but you refer to "Jobs"), but in either case, both themes have the option to allow you to moderate listings before they are posted. This only applies to free listings, as paid listings will automatically publish once the transaction is completed. Both themes require the user to be registered before they can post. Thanks.
