How do the banner ads work? Do they rotate throughout the site or is set to just one ad per location on the page? Can a banner ad be set for each specific classified category (ie a sponsor for a category)?

The default advertising banner settings allow a single header banner, or single ad page banner sitewide (not different settings per category/page), so this would require customization of the default theme if you wanted to implement something different. Alternatively, you can find ad banner plugins for ClassiPress in the AppThemes marketplace which offer more settings which may be of interest: http://marketplace.appthemes.com/tag/classipress/.
