I want to create a kijiji style website where the customer can manage thier own banner ads for commercial customers and the regular customers can manage thier ads as well. Does this package do that? If so can the banner ad be placed regionally as well as categorically? As well as the different styles of ads be paid for via Paypal?

ClassiPress has a banner space which can be configured from the admin dashboard, but it's not configurable by customers in the front end. It does not have the capability you describe as it's a single banner for all pages regardless of category. You can find other ad banner plugins in the AppThemes marketplace here, here and here, however they also are for the admin to manage. What you descrive would require customization on your part as it is not part of the themes default functionality. Thanks.
