In answer to your questions:
The .csv importer allows you to import ad data and apply an author to it, but it isn't by default set up to also import the users profile data as well. There are two example .csv files included with the theme, one specifically for ads with attachments. Through some modification you can also use it to import custom fields. The file itself is not available outside of purchase, but you can see from the demo site what the basic ad fields are which are Title, description, status, price, location etc
The
minimum requirement for WordPress 3.1 is PHP 4.3. Thanks.
