There isn't functionality within the default theme which would specifically deal with buying/wanted ads, however you set up categories yourself and could essentially create a category for this purpose. Additional customization would be required if you were looking to add a separate menu for these or other modifications, but as our themes are not encrypted you are free to make such changes if you wish.
