Can listings be admin controlled, not user controlled?

Hi. My nonprofit is interested in a business directory and yours looks perfect. Tell me whether I can do the following with your software (or with modification):

1. User completes a listing or form with data.
2. User pays.
3. Admins edit the data and post for the user (user does not have permission to edit listings).

Clarification

What I mean is .... I know I can set up a form to collect the pertinent data, then enter it myself into the various fields (if need be).

I'd just like the user to be able to send that info, go directly to PayPal, and never have the ability to edit the listings.
