You can choose to moderate free ads before they are published, however if a paid ad has been paid for, it will publish automatically regardless of the setting. I'm not sure what you mean by "destroying" it, but yes, you can simply send an ad back to draft mode and it will not be published any more.
Settings specific to the plugin are set by the admin. The plugin cost is a one-off price.
