I can change the color of the tag-head on classipress?

I'm not sure I quite understand your question. Do you want to change the color of the header in the layout? You can change the colors of the theme. You can see that here ( http://demos.appthemes.com/?theme=classipress ). You can change colors with the "Color Schemes" drop down.

This feature changes the color of some elements but not necessarily the header.

Sorry for the misunderstanding. You could change the color but only by modifying the style sheet. When modifying any part of the code, we always recommend creating a child theme.
