Close for user registering - Admin creating users?

Hi :)
I want to close the possibility for new users to register and post ads. I, as as Administrator, want to create all the user accounts and send my already clients their account info. Is this possible?

Only a limited number of users will have the possibility to post ads as it will be used as a last minute accommodation vacancy ad site for a landlords.

Yes you can definitely do this by disallowing registrations on your site via the standard WordPress setting (customization is not required). You can also manually create the users you want. Thanks.
