hirebee/free lancer theme charge for a % of the total job

Hello. Wondering about a few things:

1. Can this be setup to charge for a % of the completed job instead of charging for a job posting?
elance / guru.com etc charge up to 10% of the contracted/agreed upon amount for the job. I want to mirror that.

2. Can this theme manage escrow payments or integrate with a escrow service?
