how can we track a free discount coupons if used or not

We are planning to start a coupon website business.

we have few questions
We want to provide free hotel coupons to the end user. We can not sell coupons because there is no online payment in our country.
we want to track the free discount coupons generated from the site are used or not, to get commission from our affiliates.
every time the end user prints the coupon code and use them, how can we ask our affiliates to pay us a commission?
