You can require users to register, however there is no option which would restrict others from reading the responses. If you wanted it completely private to only registered users then you could look at a plugin such as
network privacy. The default options do not have restrictions as you have described, so you would ultimately be looking at customization of the theme in order to achieve exactly what you want. Thanks.
