This is handled by the theme itself, and it simply how it's designed to display so that site visitors get a chance to see all of the various featured ads (rather than having the same list appear at the beginning every time you visit the homepage). You could change this through customization of the theme, but there is no setting within the ClassiPress admin dashboard which would allow you to select a different order as such. Thanks.
