Hi,

Does your classifieds software have an invoice balance system where a customer can build up a balance instead of paying for each individual ad at the time of placement, then when a admin specified total is reached the customer must pay before they can place any more adds?

Not at this time, no. There are feature requests for this kind of thing by means of a shopping cart function so it's possible (although not confirmed), we may see something like this in a future release of ClassiPress.
